According to Paul M. Sammon, tireless chronicler of all things Blade Runner, those signal were called "Trafficators", and apart from their "Cross Now/ Walk Don't Walk" dialogue, they had view screens that had traffic and weather forecasts and that even showed video feeds from other parts of the movie.
Yours are delightfully dadaist: possibly lethal to anyone trying to use them to deal with traffic but extremely gratifying for art enthusiasts, an achievement to which almost no public works can lay claim.
