I am with Steve, some sort of vacationing Captain Kirk was my guess.
We also suspect shore leave, but we don't understand why a command officer is carrying a tricorder. That is what underlings are for.
Essentially correct. I was trying to portray a middle-aged Starfleet officer enjoying some shore leave - hence the towel, baseball cap, etc. The tricorder, of course, is to scan for entertainment possibilities.
